capital can be settled by proper negotiations.

If merchants are allowed to gend other workmen

to interfare, not only will the dispute be prolonged,

but much prejudice will be caused to the workmen.

Therefore the addition of the above rule is suggested.

b. legulations for unions.

(1) No workman of any labour union shall

arrest any workman or merchants or interfere with

personal freedom of anyone without the authority

of Government.

(Explanation) Union workmen, in a moment of

excitement, have often made arrests without

authority or interfered with the personal freedom

of other s. This is a great blot on the labour

unions under the jurisdiction of the Nationalist

Government. Therefore in order to keep the

workmen from reckless activities, the above

regulation should be provided.

(2) In case of say strike or dispute, no

union worker shall forcibly carry away any goods or

property of any shop or factory .
